LCD Smartie under $4
I wish to use LCD Smartie with hardware that cost under 4$. Is there hardware and driver that can do that? Or should come up with something, I really don't want to invent wheel again. LPT is not an option, because new computers don't have it.

Do you have a specific hardware in your mind?
under $4 is quite difficult to find something... you can build something based on μC (but the cost will be more than $4)

Quantity is also very important for pricing. Are you looking for 10s? 100s?

Do you mean that you have to keep the cost in that level? or you have already found a cheap display and you want LCD Smartie to support it?

For USB based $4 seems too low unless you plan to build at least in the 100s
As a minimum you will need a MCU, a PCB and a display.
The MCU and the PCB can easily exceed $1 each in small quantities. This leaves less than $2 for the display and the connectors/cabling.
