However, the frontapge says the last beta was released more than a year ago, is the program development at a standstill?

You can't call it a standstill really.
Seems that I am the only one active right now and taking the source code further.
You can find in my signature links to the latest test version and to the news thread.
Right now I am buried deep in work and some personal problems so writing for Smartie doesn't get in the mix. I hope it will all get better soon.
Untill then you can help test the last version, very stable I might add.
