you can check the hardware section for "Where to buy" posts.
The serial or usb enabled LCD?s aren?t just "prewired", they need a microcontroller (in most cases) with firmware to interface the signals from PC port to LCD pins. So my suggestion is to check out the interface (asking the vendor) if it supports custom characters.
Custom characters are the cornerstone for custom configuration and a good looking of your screen configuration.

You can get ready-made serial (com port) LCDs, but I think they'll mostly be above the $40 mark unless you can find something on eBay or the like.
You might find what you're looking for at http://www.seetron.com/slcds.htm
These are self-contained serial-port connected LCDs with all (or most of) the hard work done for you. All you need is the LCD module and the separate pre-assembled connector cable (see the wiring links on that page) and you have a plug-and-go LCD system that is fully powered from the PC itself.
NB I haven't used one of these myself, but understand they are compatible with Smartie. Somebody correct me if I'm wrong!
Other options are the serial LCDs from Matrix Orbital and CrystalFontz. I think you'll have to make your own cables for these though. There are also USB connected LCD available from these suppliers and their resellers. I'm afraid I don't know a lot about these either, but I use a home-brew Matrix Orbital type LCD on my PC.
